Organizational capability is depicted through the organizational culture and organizational climate and leads towards clarity, sincerity, commitment, devotion and innovation. The vision at the top unless percolated upto bottom and assimilated with the work culture, may not create and depict a change. Leadership can be called as effective only if it leads to development of such organizational climate and culture which generates self induced discipline and devotion in the cadres upto the grassroot.
